IAH Central Utility Plant — daylight aerial, rooftop equipment and active airport beyond

Comprehensive renovation and upgrade of the 1960s central utility plant serving the George Bush Intercontinental terminal complex — mission-critical chilled water, steam and electrical infrastructure kept in continuous operation through construction.

CHALLENGE

The Central Utility Plant has powered every terminal at George Bush Intercontinental since the 1960s — chilled water, steam and electrical distribution with no tolerance for shutdown. Six decades of service left foundation walls cracked, cooling-tower basins chemically attacked, and the utility tunnel to the terminals with corroded reinforcing and compromised steel framing, all documented to codes that no longer exist.

APPROACH

M is Structural Engineer of Record for the full renovation: a field-verified condition assessment — including destructive core testing of the basins — that became the technical basis of the GMP program, followed by renovation design of new steel framing, a utility pipe bridge, and tunnel structural repairs, with Page, now Stantec, as prime and Hensel Phelps as contractor.

VALUE

Every demolition sequence, temporary condition and construction joint is engineered so the plant never stops serving the airport. That constraint — renovation under continuous operation — is the discipline M brings to hospitals, terminals and every facility that cannot pause, and it is why this project defines the practice.
